Singapore — Keppel Ltd has announced that its indirect subsidiary M1 Limited is facing legal action from Liberty Wireless Pte. Ltd., (runs Circles.Life) which has filed an Originating Application in the High Court of Singapore.
The dispute centres on a 2019 contract between the two companies related to Liberty Wireless’ mobile virtual network (MVNO) arrangements with M1. Liberty Wireless alleges that M1 has refused to engage in good faith negotiations to amend the contract following the Infocomm Media Development Authority’s (IMDA) introduction of the Wholesale Framework for Mobile Services in January 2020.
Liberty Wireless is seeking a court declaration that M1 is obliged to enter into negotiations and an order for discussions to begin within 14 days. It also claims there may be an error or mistake in the 2019 agreement that needs correction.
M1 has appointed legal counsel and maintains that the claims are without merit, stating it will vigorously defend its position.
The case arises as Keppel finalises the proposed sale of M1 to Simba Telecom Pte. Ltd., a deal announced in August 2025. Keppel said it does not expect the legal proceedings to affect or delay completion of the transaction, which is still subject to regulatory approval from IMDA.
Keppel added that it will provide updates on any material developments and advised shareholders to exercise caution when dealing in its securities.
