If you have updated your Windows device to Windows 10 mobile build 10581, you might end up with a garbled START Screen. To resolve this, you need to do the following :
Swipe down from the top to bring up Action Center (which won’t be corrupted) then Settings > Personalization > Start and apply a different background picture or set to none.
