Just register an account, there is no need to fill in credit card numbers etc. Once that is done, you will receive an email.
Once you receive it, take out your Pixel 3 XL and add carrier by scanning the QR code.
It will take up to 3 minutes (as mentioned). It took less than 5 seconds and I see the new carrier “Active” and it is on Roaming mode on Singapore’s Starhub Network.
If you wish to use the Ubigi roaming’s data network, you can select Ubigi as default network on your smartphone and visit http://www.ubigi.me and register an account, top up and buy credits for it’s data roaming packages at it’s website.
